Delete Load Balancer Rule

Deletes a Rule and takes it off the Load Balancer, so requests that only that Rule matched are no longer sent to its groups. Needs the Delete permission for Load Balancers.

The change could not be applied, so the Rule is kept. The same 400 is returned, with the project’s own text, when project_id is missing or not a number.
